Please don't take this the wrong way Sprite but have you changed every ethernet cable?  We had a problem with random router reboots at work (BT Business internet), BT kept testing the line & replacing the routers and PSUs but it all stopped after I replaced a particular ethernet cable (it was a fairly new one too).

Interesting article I came across here http://www.ospmag.com/issue/article/112007-Bad that deals with potential problems on phone lines that might be invoked to support Sprite's contention that his problem is phone line related.  Just need one of those nice little portable spectrum analysers.
