Nudge For Stuck IP Profile At Plusnet Please

Current Line Speed at plusnet wasn't showing at all following a move from Metronet. This was fixed by a previous call but now it seems to be stuck at 750kbs on the plusnet end while the BT profile has a magnificent 1250kbs!
Has the link between Plusnet and BT to update Plusnet's view of the profile somehow broken for this account?

This is actually my sister's connection and I was hoping the profile change at PlusNet would sort things out. She says the "internet is slow" and she really just uses it for web / mail / a little streaming, nothing too demanding.
So, off to the BT Speedtest.
Download speedachieved during the test was - 26 Kbps
For your connection, the acceptable range of speeds is 200-1000 Kbps.

Oh dear, 26 Kbps on a profile of 1000 Kbps. No obvious master socket in the house but have tried different sockets, no difference. Have unplugged the 2 phones in other sockets, no difference.
I'm wondering if this is looking external to the premises. Happy to try any suggestions, thanks!

Have you checked she hasn't got P2P sharing files in the background?

Thanks for the suggestions. She's on Value, 805MB so far this month.
I did ask her to install NetMeter to see if there are unexpected data flows using the bandwidth but that reports near-zero data transfer when she's not intentionally accessing the internet.
