Not a speed fault, a speed restriction fault NUMBER 2!

In November I posted here:

That on level 1 restrictions (when I have used 13GB of my 20GB Limit), I should be restricted to 2Mb/s, but was restricted to 1Mb/s
The same is happening now. I've just exceeded 13GB out of my 20GB allowance. This page:

Tells me level one restrictions are 2MB/s but I am being restricted at 1MB/s
This is now the third time this has happened.
Please can someone at plusnet tell me WHY the speed restriction setting is CONSISTENTLY wrong - EVERY time it is set.

PS - I would put this in a ticket - but I am fed up with it being treated as a one off problem to be solved for that month, to be closed when speed restrictions are removed on billing date.. I am trying to find out why plusnet has level 1 restriction on my account set up wrong.

Any update on this.
Also - is it possible I have now been blocked from usenet access? I am getting a 10060 connection error. This also should not be happening before I get to 20GB peak usage, according to the page linked above.

Hi Tony,
Apologies for not updating.  It's basically because we have our network capacity state to amber, meaning that certain traffic speeds were lowered below their usual levels to ensure that gold traffic is handled accordingly.
I've checked with Dave, and Usenet traffic isn't blocked until you reach level 3 management.

Is the network state still amber? Even after the extra installed capacity?
Because my speeds are still limited to 1MB/s

Yes.  The network still isn't in balance following the additional capacity & gold traffic is high with the recent weather.
People working form home & staying in in the evenings have caused an increase in web & vpn.
