We need to get the engineer out so he can test the line from your premises as this should give more information on top of the exchange tests.
As regards the router, is it flashed and up to date with the latest firmware? Version 1.02.16 is at http://kb.netgear.com/app/answers/detail/a_id/932 if you need it (sorry if you're already there).
Could you try factory resetting the netgear, reflashing with the latest firmware and then running back through the setup? I know it's a pain but we've seen some issues with netgear kit in the past that was sorted by doing the above.

BT Wholesale / Chester- Fault has been reported as no connection. Circuit is currently testing not in sync. Circuit history is not showing any recent working sessions. Line test is passing ok with a line length of 3.6km. Radius BBVR also matches system records for the circuit.
Circuit is testing jumpered all ok in the exchange. The Tam wideband test however is showing poor carrier frequencies.
Passing case to CP to check the EU equipment and setup and to book an engineering appointment to investigate fault further
If at the time of testing the OP modem was in sync with the exchange I would suggest the BT system was looking at a different ADSL circuit.

Also this may be a long shot but would they have wired me up on the wrong jumpers as in the upload speed i sync at seems very familular (sky 768 upload) . Sky was the ISP before PN .
