New fibre installation date

This morning SWMES changed from 30th June 2012 to 31st March 2012. This is presumably a firm date, but 31st March is also the same as a placeholder date. Assuming it is a real date is presumably one has to wait until the 31st to place an order, or can orders be placed in advance to be provisioned on the 31st itself?

When my exchange was first enabled (for ADSL) nothing could happen until the BT wholesale checker had been updated; several days after actual enablement.
