at the end of the document is a listing (Appendix 1) of the exchanges as they would be if this is accepted - pages 49 to 61
Quote • The Hull area: (0.7% of UK premises);
• Market 1: exchanges where only BT is present (11.7% of premises);
• Market 2: exchanges where two POs are present or forecast and where three POs are present or forecast but where BT’s share is greater than or
equal to 50 per cent (10.0% of premises);
• Market 3: exchanges where four or more POs are present or forecast and exchanges where three POs are present or forecast but where BT’s share is less than 50 per cent (77.6% of premises).

If that get's through I'll be going from a Market 2 exchange to a Market 3 exchange, so I certainly wont complain!

Thanks for that link oldjim, I'm reading it just now, though it's a bit dull.
Needs a couple of shootouts and a car chase before it'll get picked up by the major studios.
