New NTE5 and cabling

Hi all,
Have recently moved into a new build property, been relegated to ADSL *sob*.  Had the BT engineer round to activate the line and in doing so he installed a NTE5 where the previously labelled 'BT Master' socket had been.  The flat has about 4 extension sockets wired in (including the new NTE5).
I bought a BT VDSL faceplate to try and get my connection as high, and as stable as possible but when removing the user-portion of the NTE5 there were no extensions wired to the extension connectors.  Curious, I removed the whole NTE5 and found what you see in the attached image.
There are two cat5 cables tied together, all wires snipped apart from the blue and the white/blue on both.  Both blue wires are inserted into connector A, both white/blue wires are in connector B.  Firstly, is this right?  I'd have expected to see only one wire in each connector.  Is one cable the actual main line in, and the other cable to the extensions, or is the NTE 5 not actually the real 'master' socket?
If anyone can shed any light it'd be appreciated.
