I am confused
According to the availability ADSL2+ is available
According to the stats his upstream speed indicates he is on that
Why hasn't the IP profile changed immediately on the resync
Can you check to see if there is a profile mismatch on the BT systems
Regarding the high attenuation - line length and straight line distance may be wildly different or there may be some aluminium cable there

I've just checked this with BT, and apparently it's been done.
KBD (my testing platform) doesn't show this right away so I cannot check.

Just done a BT speed test and get the following:
Download: 1.7 Mbps
Upload: 0.76 Mbps
Ping: 33.75 ms
From the Further Diagnostic test:
Download speedachieved during the test was - 1.7 Mbps
For your connection, the acceptable range of speeds is 1.2 Mbps-4 Mbps.
IP Profile for your line is - 4.47 Mbps
Upload speed achieved during the test was - 0.76Mbps
Additional Information:
Upstream Rate IP profile on your line is - 0.83 Mbps
We were unable to identify any performance problem with your service at this time.
It is possible that any problem you are currently, or had previously experienced may have been caused by traffic congestion on the Internet or by the server you were accessing responding slowly.
If you continue to encounter a problem with a specific server, please contact the administrator of that server in the first instance.
So it does not appear to have been resolved yet.
Any other ideas?

Are you using a wired connection to the router?
What does https://portal.plus.net/my.html?action=data_transfer_speed say for your current line speed?

I reset the router and now am getting 4.06 mbps on the BT speed test.
Problem solved!
