It's best to stick to the one thread.  What you are trying to access is your Netgear router.  If you have it connected to the mains then it is isn't "down".  Check for lights on the fascia.

If it is down then the problem will be local to your setup and not something we can easily ascertain from this side. I'd try a router reboot if you haven't done so already. Failing that, running the following command from a command line should give us some information to go on.
ipconfig /all

Is it affecting your actual Internet connectivity?
