I assume your router dropped its connection with the exchange, perhaps due a burst of noise on the line, and reconnected at 700-800kbps giving an IP Profile of 500kbps (0.5Mbps). Subsequently the router has been restarted when the noise was not present and synced at 1.98Mbps. This will give an IP Profile of 1.5Mbps, but on 20CN it can take 3-5 days to work its way through the BT and Plusnet systems.
How long is it since your router was restarted?

If you have or had some sort of fault, such as a duff filter, giving disconnections as you describe, there may have been a medium-term (ongoing) slowdown of your line. Do you know how to get the down and up connection speeds, attenuations and noise margins from your router? Those should tell us.
