That report was about caps, i.e. the maximum that Openreach can charge.
Presumably, like any business, they negotiate with their larger customers......

Removal of caps still leads to higher prices to SPs like PN.
Higher prices to SPs = higher price to customers and based on what BT have just done they will be looking to make up the ost revenue and then some so it will lead to a price hike.

We have no plans to increase prices.
