There is no lease time, if PPP is up and remains up the IP remains allocated. Once PPP drops the IP goes back into the pool for reuse.

That was an official answer!
There is no need for leases. Using leases would increase overheads. If there was a large scale outage on the BT network which dropped thousands of users and they were all trying to reconnect at the same time (which does happen occasionally) it would be horrendous.
For the very, very low percentage of users who need fixed IPs there is the option available.
I'm totally baffled as to what you think having leases would achieve. It wouldn't reduce the number of disconnects and it only slightly decreases the number of times the IP would change. For those that want to be able to access their home network from elsewhere, free options such as DynDNS are available.
