IP profile discrepancy

For some months, the BT speedtester has been showing some slightly elevated IP profiles.
For example I have a sync rate of 6163Kbps and the BT speedtester says I have an IP profile of 5437Kbps.
However, Plusnet say I should expect a profile of "up to" 5000Kbps
Who is correct?

When was that speed test taken? If it's not from today could you run one now and post the results?
