IP Profile Stuck at 0.14 Mbps!

Hi there,
For at least the past couple of days my internet has been basically unusable due to the extremely slow speeds.
Even in test socket and LAN cable directly into router.
However, the router has been maintaining a stable download sync of around 4000!
Upstream 672
Downstream 4416
SNR Margin(Upstream) 6.0
SNR Margin(Downstream) 12.5

I did contact someone earlier today (Friday) who said the line had been reset and after 4 hours to reset the router, which I have done but no change
Please can you investigate further this looks like a very stubborn stuck IP profile which is driving me nuts and means I am having to resort to using 3G.
