How much will it cost

The Sales page of Plusnet Extra and Evening & Weekend Calls, says the price is £11.49 +  £12.99 Line rental ( £24.48)
But they charge me £30.98  (£17.99+12.99) because of OFCOM Rip Off
Does the same thing apply for people in such area where there is Fiibre
The site says from £21.49 a month for Extra Fibre, so does this also have a similar rip off charge and is it also £6.50 a month
