High Downstream Rate - Poor Connection

I am getting the following connection:
Status: Up
Downstream Rate: 2932 Kbps
Upstream Rate: 755 Kbps
PVC Connection   
  Encapsulation: RFC 2364 PPPoA
Multiplexing: VC
QoS: UBR
PCR: 
SCR: 
Autodetect: Enable
VPI: 0
VCI: 38
Enable: 1
PVC Status: Up

But when I run a speed test I am only getting a connection speed of 1100kbps
Anyhelp would be appreciated....

ip profiles is what will be holding your speed test results back. what do they say here https://portal.plus.net/my.html?action=data_transfer_speed and here http://www.speedtester.bt.com/
also if you can grab these stats from your router we can advise if your lines syncing at the right rate for you line
sync rate, noise margin/ snr, line attention

Funnily enough since I have plugged my phone back in, the downstream rate has dropped quite a bit..

I have re-booted the router and the stream has increased again.
