Try following the telephone cable from the post outside and see if you can trace it to one of the sockets. What the other poster is saying is still relevant there's a possibility that the main socket was in a daft place originally and a previous owner run two extension boxes off it. Failing that someone might have even changed the BT box for the wrong type themselves at some point if it has no test socket.
BT IME when you have done the checks that is won't charge you but there's always one out there, I called BT out and they found someone else had wired an extension in which had been at some point plastered back into the wall upstairs previously
he just disconnected it put on a new box and went his merry way.
