Well it does say "relies on your choosing a server geographically close to you" - and they're all in the USA.

It worked for me earlier (about 7:30pm):
running 10s outbound test (client-to-server [C2S]) . . . . . 1.17Mb/s
running 10s inbound test (server-to-client [S2C]) . . . . . . 18.28Mb/s
Server unable to determine bottleneck link type.
Information: Other network traffic is congesting the link
(ADSL2+ 21697/1382kbps sync)
