General question about Speed increase

Reading here http://www.kitz.co.uk/adsl/IPprofile.htm it says,
6240 kbps to 6784 kbps = IP profile of 5500 Up to 5.5 Mbps
6816 kbps to 7360 kbps = IP Profile of 6000 Up to 6 Mbps
7392 kbps to 7936 kbps = IP profile 6500 Up to 6.5 Mbps <--------- My current IP Profile
And my current sync speed is,

Which is VERY close to the 7968 kbps needed in order to get an IP profile of 7000, see below,
7968 kbps to 8096 kbps = IP profile 7000 Up to 7 Mbps
8128 kbps to 9087 kbps = IP profile 7150 Up to 7.15 Mbps
So presumably 7.15 Mbps is the MAX anyone on ADSL can really expect to achieve? Because the next step in the table goes straight onto the ADSL2 table which says ADSL2 starts with the below,
WBC ADSL 2+ Profiles
9088 kbps to 10207 kbps = IP Profile 8000 Up to 8 Mbps
And my exchange doesn't support ADSL2 so I've no chance of getting that anyway, i'm just intrigued because if ADSL is advertised at Upto 8 Mbps but can't really ever reach 8 Mbps based on the table here http://www.kitz.co.uk/adsl/IPprofile.htm isn't stating ADSL Upto 8 Mbps classed as false advertising across the board with ALL isp's not just Plusnet if no ADSL connection would get 8 Mbps?
And I've only come to that conclusion because the ADSL2 table starts @ 8 Mbps and the ADSL table ENDS @ 7.15 Mbps.
This isn't a complaint as I have a very good speed anyway, just intrigued like I said.

Which ISP advertises ADSL2+ speeds as "up to 20MB" when most other ISPs advertise the same service as "Up to 24MB" and what conclusion do you draw from that?
ADSL Max was launched by BT as up to 8MB and everybody has been using that too long for it to change.

Are you missing the point? Or have you got out of bed the wrong side? I don't need to draw up any conclusion as to why most other ISP's advertise ADSL2 as Upto 24 Mbps, why would I?
I've made it quite clear what I wanted to know and my point was this (and it wasn't a criticism!) how can any ISP and not just Plusnet if you go back and read it advertise Upto 8 Mbps when it's pretty obvious that you, me or anyone will NEVER get 8 Mbps on a so called Upto 8 Mbps service (regardless of if 'everybody' has been using Upto 8 Mbps for too long) the point is this it should say Upto 7.15 Mbps as that IS the maximum anyone on ADSL Upto 8 Mbps will really get, like I said false advertising which should be changed regardless of what you said 'It's been used for too long for it to change' does that mean that when Opal Fruits (the sweet for those who don't know) got changed to Starburst it shouldn't have happend because the name Opal fruits had been used for too long for it to be changed?

its a question of terminology.  I have got a line synch oy 8128, so you could say I hae an 8 M line, but then you take away the line overheads and I have got a profile of 7150, then their is the next lot of overheads to take into acount and I get downloads of sometimes 6500. that is my true figures.
Also I have just started an Ofcom/samknows performance monitor program, recent values here

about three weeks, dont know what your speed is but they only want up to 8
