FTTC

OK, probably not the right area to ask to this but can anyone point me in the right direction of an answer on FTTC:
My exchange (Lincoln) says its enabled for 'some areas' - when I go to the BT Wholesale website I am still showing as poor speeds and no FTTC available.
So as far as BT are concerned the exchange is enabled (so technically they have met their target) but the fact of it not actually being available for the majority of the city still remains!
has anyone seen anything that points to a more detailed source of information, like when street cabinets will be upgraded, instead of when the exchange will be updated as all the lists refer to the exchange - which as you can see, can be misleading.

The BT availability checker should be the best thing to use re service availability for your line.
