FTTC fault at Exchange

On Easter Saturday, the 15th day after my FTTC Broadband was installed, my internet service slowed to an absolute crawl. It was so slow I was unable to make the speed tests requested by PN. On Easter Monday morning I was informed that a fault had been found at the Exchange. The thing that puzzles me is why a fault at the Exchange takes so long to be discovered. Is there no monitoring apparatus at telephone exchanges that signals problems?

Hi trymyluck,
I imagine there will be monitoring of some equipment failures, power outages etc. but I think there's an awful going on at the exchange, so I think it would require some technology to monitor everything.
