Drastic fall in throughput

Hi I've been with Plusnet for over 8 years. For the last year I've been on the "Teleworker Premier up to 8Mb" service.
Last few days have been going downhill in terms of throughput and today has been really bad. Downloads taking ages or dropping half way through. I did two Plusnet recommended speed tests and here are the results:
My Broadband Speed, as provided by link from Plusnet Account Details
Results:
Speeds:
Download= 2155kbps or 269kBs
Upload = 185kbps or 23.1kBs
Exchange contention: RED
-----------------------------------------------
Speedtester.bt.com, as recommended in sticky on Plunet forum.
Results:
Your configured download throughput speed for this service is 3500 k
Test1 comprises of Best Effort Test: -provides background information.
Your DSL connection rate: 5024 kbps(DOWN-STREAM), 448 kbps(UP-STREAM)
IP profile for your line is - 3500 kbps
Actual IP throughput achieved during the test was - 2600 kbps
---------------------------------------------
Can anyone tell me how significant Exchange contention: RED is?
I know that these shock horrer results can sometimes be a red herring.
Also, what might these throughput figures from the tests mean in relation to an "Up to 8Mb" service.

Regards,
Mike

Unfortunately, it's very important.
I basically means your exchange is currently overloaded, for want of a better expression.
You are now at their mercy for when they upgrade (which is generally *fairly* quickly)

Thanks, that's more or less what I imagined. Can anyone say to what extent this contention at my local exchange will be affecting those ISPs who have a LLU operator presence in the same exchange?

It may not be affecting them now, but again the LLU operators may suffer from this problem at some point when demand outstrips capacity.
It's a constant battle for BT and the LLU operators to ensure that enough bandwidth is provisioned.
Best thing to say is to just wait it out, unfortunately.
