Downloads a bit slow

What ever  files I download off the internet  such as game demos seem to be stuck at 30kbps? Speedtests are at full speed  though..

Premium 80Gb, downloaded 20Gb this month.

Note that the speeds shown on that page are Kbps (bits). It is almost certain that whatever you are using for downloading will show the speed as KBps (bytes) so you need to divide the speeds shown on that page by 8.
As you can see the expected speeds for download sites from 6pm to 10pm is 32KBps.
