Does a new FTTC connection take time to settle?

Our FTTC connection was enabled yesterday afternoon and everything is online & working. Thanks to your support teams for the help in making sure the BT Openworld engineer actually turned up this time, by the way!
We have the following line speed estimates:
Estimated line speed:
60Mb (Accurate to within +/- 1Mbit) - Checked on 2013-06-03 22:19:59
Current line speed:
78 Mb
However, a speed test only gets us a maximum of 39Mb down & 16Mb up at the moment.
Is it normal to have such a slow (and I use that as a relative term!) connection initially? If not, what can be done to improve it please?

Not really.
Plusnet will need to look at all the profiles and the provisioned speed just in case something's holding it below 40.
You can safely disconnect and reconnect the router (via the web interface) without upsetting the DLM, running a BT Wholesale performance test :http://speedtest.btwholesale.com/ then selecting 'Further Diagnostics' after the initial speed test will confirm your BT IP profile - that's the best indication of your actual sync speed (sync is 3.3% higher than the IP profile).
