Hi we have been asked to disable ports 21 and 23 to stop inbound traffic by our card terminal provider to comply, can anybody help please

Traffic in to all ports should be disabled by default, this might mean that someone has already opened these port implying you have a need for them, so closing them may cause you other issues.

well we have a cctv system on port 80 and a PC and card terminal on the router but the card terminal provider has done a security scan to ensure compliance but have found that ports 21 and 23 are insecure and need closing but I don't know how to go about it

These ports 21 FTP and 23 Telnet may well be factory enabled on your router but as I do not have one of these I can't confirm this, someone will come along soon and tell you what you need to do.

Can you try checking your open ports using https://www.grc.com/x/ne.dll?bh0bkyd2
Note a quick check indicates that they should be blocked by default
