I have a Packard Bell which was fixed the same way. It does it from time to time, usually after a power supply interruption. I found the solution by trial and error.

Do you know which of the four lights it was which was flashing?
When you turn on the Dell, 4 lights should flash and turn green if everything is fine. In your case one of them was lit and this should tell us what the problem was.

The four diagnostic lights are in the same panel as your headphone/microphone/usb
If the power light was flashing that can mean your computer was on standby.

Not always most older types of dells have the four lights on the rear of the case labeled abcd
Mine are now blue now on the front on the same panel you said.
Blues great for me because I am red green colour blind so now I know were to look for the error on my new Dell
