Plusnet told me it would definitely change my speed to make it faster if I changed to Extra.

You shouldn't need to change to Extra to get faster speeds, they are available on Value!.

1. You are not on ADSL2+ hence your sync speed is being limited to 8,128kbps
2. It is possible that either the IP profile or the Plusnet mirror is restricting you a little bit - the other parts of the tests we wanted will identify that
3. Can you put your telephone number in here and see if 21CN is available http://usertools.plus.net/exchanges/

Quote VP capacity at this exchange is currently showing as Red.
That means the exchange is congested and therefore your effective speed may well be reduced at peak times.
Quote BT have announced a date for WBC on 21CN
Until 21CN is available you can not be moved to ADSL2+ for faster speeds.
You are already synching at the maximum speed available for a 20CN connection i.e 8128k.
Edit: the good news is that when 21CN becomes available your potential for speed increase is good.
With your downstream attenuation of 15db you should see a good increase in speed, something in the order of >15Mb should be achievable
