Correct IP profile is not correct?

Hi
My current IP profile on BT and Plusnet are 13000, but my broadband download speed seems to be stuck on the previous profile of 11000.
Speed tests through BT and My Broadband Speed have come through consistently at 8500Kb give or take a 100Kb, and Speedtest.net reads it consistently at 10Mb - not quite sure why the substantial difference - since February 20th when I asked for a manual kick to my profile to 11000.
I've rebooted and disconnected a few times since the profile automatically updated to 13000 about two weeks ago to no discernable difference.
I'm a bit at a loss now since everything appears correct - connection is solid and generally excellent - but there is obviously something wrong. Has anyone got any suggestions?
