Congestion issues (Upper Holloway Exchange)?

Hi there,
Over the last week or so my download speed has halved in the evenings from 4.5 to 2.5 meg - all other times of day runs at full line speed.
Had a look on http://community.plus.net/exchange-information/ which listed a capacity fault on my exchange (Upper Holloway) and showed this as addressed and fixed on the 20th. Indeed everything returned to normal at first but the issue has reappeared as of yesterday. Prior to the "fix" on the 20th I had high latency and packet loss, fortunately this is not the case currently, my line itself is fine issue is only the loss of download bandwidth.
Does Plusnet have any more info on this? I understand the same kind of problem at multiple exchanges is likely affecting the majority of ISP's right now

We're not aware of any issues with your exchange at the moment. Do you have a TBB Graph?

Connection returned to normal for a while but without fail every evening for the past week - as soon as approx 8-9pm comes, my download bandwidth goes from 4.5 to 2.5 meg (when using any speed test) actual downloads max out at about 100KB a sec, as if everything is being traffic shaped. during the day i have 100% of my speed for any activity. Fortunately pings/latency remain normal.
What is going on?! Seems like congestion within your network somewhere, its really frustrating

Your exchange isn't looking good again, we'll get this raised with our suppliers and we'll get this added to our <a href="http://community.plus.net/exchange-information/">Exchange Page</a>.

Aha! I knew something had to be up, previously when the congestion was listed on the exchange page - the issue was ( temporarily ) resolved on the date stated, fingers crossed this time.

Hi is there any update, wasnt added to exchange page and evenings are still poor.
