Certain faults, what can PN staff do at their end?

Looking at various posts where people have sync/speed loss faults there's a routine where the PN staff here tell customer to do some things and then they say they'll do some tests. Then they might say "I've reset xxxxx or changed yyyyy". And the customer comes back and says if things are better or not.
The posts don't indicate what PN Plan the customer might have and if they have a fixed IP or use a supplied Thomson router, so I don't know if these are relevant to what can be done, which is what I'm asking.
The PN staff seem able to change IP Profile, banding, caps but what else can they do?
What about the SNR Margin, or is that tied to the exchange DSLAM over which PN have no control?
