Cannot sent to hotmail accounts again!

Not only Hotmail but now Yahoo as well.  It appears they are not bouncing messages but putting them on hold awaiting delivery.  What does this mean? Here's the message I got from Yahoo.

@Username, you still having problems? I've just managed to send an email to my Hotmail account although it is sat in the Junk folder. @artmo, our relays will keep retying so as long as the block is lifted relatively quickly then you needn't take any action. We've a number of things planned to put a permanent stop to these reoccurring problems.

Yes, I've had comcast bounce again today.  Also having problems with Yahoo. They are delaying mail.  Why is this?

What has this to do with Hotmail, Yahoo and Comcast?  mails have been bouncing all day.

Even this does not explain the delayed mail.  And Bob refers specifically to MAF accounts.

Delaying the mail is just a different method of dealing with suspected spam (and obviously one that Yahoo favours). Implementing Ironport on the Madasafish relay servers stops the spammers from abusing our platform (which is what gets us blocked in the first place). Whilst implementing outbound spam filtering on the MAAF relay servers won't help Plusnet customers, it is a step closer to us doing the same thing on the Plusnet platform.
We're also looking to (temporarily?) suspend signups for subscription dial up accounts (Plusnet) - It's spammers signing up using fraudulent card details and then using SMTP auth that are causing us most of the pain at the moment.
As an interim measure you should be able to send messages using Webmail. Come to think of it, you can probably use the Madasafish server too as long as you're not using SMTP auth. The server address is smtp.madasafish.com.

I thought these accounts were not allowed to use SMTP authentication? That is,they could be used to receive mail but only used to send mail when diallied in via Plusnet, otherwise they would have to use their own ISPs outgoing mail servers.
What is the account Gary is on - I know he pays some sort of subscription for enhanced mail facilities even though his internet connection is not with Plusnet.
