Have you read this post I made awhile back?
Speed Problems and Diagnosis.
It sounds like BT have set your IP Profile at a very low level because you have reconnected briefly at a low speed. Can you try rebooting your connection once a day for 2-3 days and the speeds should then increase.

I have tried the BT Speedtester and it returned something like 85kbps I have checked the filters etc, I am at a loss for what to do next

What is your Sync speed?
What is your IP Profile set to - on portal see high speed broadband under connection settings?
What are your line stats from the router?
Post the results of the BT speedtest

I think I've identified an issue with the additional usage on your account, can you reboot your modem/router and try a speedtest again?

Some people say dissconect for 10 to 15 for 3 consecutive days and the speed will increase, others say that you must stay connected for 3 days to see a speed increase.
Which is right. My line can reportedly sync at 7000Kbps but is only at 5400 it was at 5600 for 3 days but I disconected and it came back slower.
Which is right?

General suggestion is to reboot daily.

what's the best way to entice the spped upwards?
Keep my speed for 3 days then disconnect and re sync or dissconect for 10 to 15 mins over the next few days and hope for the best.

I checked my S/speed this morning and it gave me 3000kbps but the speed test still only gave me 132kbps
