You can use the wireless network adaptors (WiFi) and protocol 802.11a/b/g to create a connection between two machines for the purpose of e.g. exchanging files.  The two machines are referred to as the two peers and they form a peer-2-peer network.
Your router on the other hand acts as an access point to the Internet - not necessarily just to another PC.
