Binary Newsgroup speeds

I am on Premier Option 1.  I get speeds of between 2000Kb/s and 2500Kb/s according to online speed testers.  Yet at the same time my speed downloading from non-plusnet binary newsgroups is consistently less than 100Kb/s.  This is not just at peak times but also during the day.  It rises to acceptable levels (1000Kb/s and above) during the night after midnight.
I have two binary newsgroup providers and they both follow this pattern.
Is there any throttling done by Plusnet on binary newsgroups?

See http://www.plus.net/support/broadband/quality_broadband/speed.shtml for expected speeds - which are very low. You would need to upgrade to get decent speeds for binary. Alternatively, quite a lot of material is available via bit torrent.

Thanks for the link.  Unfortunately the Premier Option 1 which I am on is not listed.  Cost wise it should equate to BYW Option 3 but I am not getting anywhere near those speeds.  Can anyone confirm my expected speeds please.
