Hi jfaux,
Are you operating on wired or wireless?
A quick check doesn't indicate much issue. Are you ok to run a test here: http://speedtest.btwholesale.com/ on a wired connection and let us know your results?

as im out of contract ive just gone back to BT. So no need to reply with the usual rubbish.

I'm presuming that BT will place an order soon in that case, but for the final couple of weeks it'd be good to identify the problem in case it rolls over to them.
I've just noticed that your connection is consuming a high amount of usage per month, are there any other devices in use whilst running the speed test? It seems that you're syncing at about 21mb from our end.

That was pointed out to him on his original posts back in January last year, however it appears that he chose not to investigate the cause.

The usage breakdown for today shows there has been a lot used, especially over the past few hours.

Doing some maths,  taking the hour interval where the maximum GB was downloaded as an example, 7.37GB at 14:00.
(7.37GB used-in-an-hour * 8 bits-in-a-byte) / 60 minutes-per-hour / 60 seconds-per-minute = 16377778 bps download speed.
An average 16.37Mbps download speed is consistent with the line syncing at 21Mbps.

To perform a speed test with a result less than 1Mbps, there must be multiple downloads running, or the upload is also being saturated.

So going by the information, when he moves over to BT and downloads and runs a speed test it'll be 21Mbps?
He's going to have the same problem, only way to fix this is move away from ADSL!
