BBC HD Content slow to download

I don't have anything downloading except 1x20 minute HD program of 308.05MB.
After about 5 minutes the display in the iPlayer Desktop is telling me that it has 3:18 hours left.
That seems awfully slow.
I paused and ran a speedtest and got 2.65 Down and 0.63 Up.
Edit: After resumng it's showing as 42 mins left. That still seems very slow to me.

I'm on Unlimited and evening downoads on the iPlayer are pitifully slow,      I  always download my HD programmes (Jonathan Ross, Robin Hood) after midnight when there are no speed restrictions.

just checked - it is classified as 0x60 and downloads at about 1Mbps on Value
Not sure whether traffic management is still on Plan B as Bob's service status post isn't clear

Traffic Management is set to Plan A.
We're currently looking into the iPlayer issues.

Hi James - the possible difference is that we are  talking about iPlayer downloads not streaming and I see no reason why that should be on 0x80

iPlayer downloads are intentionally classified as 0x60 and will be slower during peak times.
