I believe they are both included in the "download server" rate limit.
Have speed been better since the original post was raised?

If AVG updates are served via the Akamai Content Delivery Network (also known as edgesuite.net) they will be subject to the download speed capping.
A lot of software companies use the Akamai CDN to reduce loads on their webservers and speed up site performance/download speed by caching content on a server cluster physically nearer the customer (technique known as edge caching)

AFAIK they have nothing to do with Akamai, they use their own servers.

Just tried again, there was an update available, came down at approx 60-70KB/sec.  Therefore it does seem these are restricted.  I can understand the beohmoths of microsofts updates beng throttled, but why antivirus, it could possibly put people off bothering to update. I am sure that having stuff like this unthrottled would not put the network under too much strain...... So why are they throttled???

Not sure if AVG tells you what server if trying to obtain the update from but it might be worth doing the following:
Get the full server URL
In XP:
Start > Run and type cmd
Type ping and then the server name and domain
Get the IP and head to http://www.ripe.net
Stick the IP in the box on the top right and click Go
If its registered to Akamai it will say below and that is the cause of the issue

Well update site appears to be http://guru.avg.com/softw/80free/update/ ....  I pinged guru.avg.com, got the IP 193.86.3.36.  this is what I got

Connections seem to go via GTS Central Europe so can imagine that its throttling based on something else.

It may be worth noting that the server end could also be the cause of the problem - it could be having problems or be bandwidth restricted itself.  Also problems anywhere along the route from the server to your PC could cause slowdowns.
If downloads slow down it's not necessarily PN throttling the site. 
(Some sites restrict the rate at which you can download from them or slow down at busy times - Ahead Nero's download servers used to slow to a crawl whenever an update to Nero was released).

Yes true enough so maybe we are blaming PN when its not their fault at all.
Bear in mind that AVG is quite popular so as paul said it could just be sheer load.
Personally I prefer Avast! myself.

I don't typically see any problems with my AVG updates. On the odd occasion things might seem slow, it's usually at a busy time.
