ADSL on a line previously upgraded to fibre?

New tenants have moved in to a flat and ordered an ADSL broadband service. It turns out that the telephone line was upgraded to fibre by the previous tenant. Would it be possible to get an ADSL service over such a line?

assuming it hasn't been disconnected at the cab which is unlikely it would require an engineer visit to rejumper at the cab
