Excellent, hopefully we are nearly there.
Back to DrTCP, then enter 1400 in the MTU box on the right, and the same number in the one labelled Dial-up (RAS) MTU (which is probably blank at present). Then click Save and restart your computer.
After that try the speedtest and tweaktest again. Note that the speed might be lower than the best achievable since the network is congested during peak time.

That's excellent news, better than I thought you might see at a busy time. The tweak-test result is fine, though shows a short hiccup soon after the test started, that resulted in retransmissions; however that problem probably didn't affect the earlier download-speed test you did.
Your upload speed is a little lower than it should be, and that could have been affected by network/exchange congestion.
It took a while to get there but persistence paid off; I'm pleased the end result was worth it for you. Thank you for your kind thoughts.
