Not just that - exchanges on the edges of some large cities still don't have LLU - Invergowrie  just on western edge of Dundee

Yeah, that's because the other 30% (Market 1 exchanges) are PAYING for Market 3 exchange de-regulation and increased competition in those exchanges and those exchanges alone.  Why should I pay more to give SOMEONE ELSE more choice for their broadband providers?

Do you understand market forces.
MArket 1 prices are the standard prices and because there is more competition in market 3 exchanges, BT reduce their prices to ISP's otherwise NO-ONE would use BT on these exchanges, they would all go onto LLU providers.

It's more of  OFCOM allowing BT to compete fairly with the LLU providers.
