That doesn't however affect the speeds at which your line is profiled on. That's all calculated by the sync speeds that you obtain.
I'd defintely try connecting your router (via a filter) to the test socket behind your master faceplate if you have one, and see what sort of sync speed you get that way.

The modem is a crappy free TalkTalk SmartAX MT882

If your line length from the exchange really is 9.82km (assumed equal to by-road distance) I'm surprised you'd get broadband at all. The BT estimate of 5000kbps normally goes with a line length of about 3.5km.
Also it is important not to confuse download speeds with sync speed. What BT quote are sync speeds, and for sync at 5000kbps the best download speed achievable with optimised PC settings is about 3500kbps.

The values Oldjim mentioned are those, and they are excellent. With a downstream attenuation of 27dB I reckon you must be no more than 2km from your exchange. And with Interleaving turned off should be able to sync at the maximum 8128kbps, but I suggest leaving that for now.
You should be able to download at 5500-6000kbps with those stats. First check that the Plusnet Data Transfer Speed says 6500kbps (the BTw IP Profile corresponding to 7616kbps sync).
I assume your computer connects to the router using wireless; make sure the wireless channel doesn't clash with one used by a neighbour (or checkout 1, 6 and 11 as alternatives).
Does your computer run Windows XP (or earlier)? If so tweaking RWIN (and possibly MTU might be necessary). You could try a tweak test at DSLreports (enter DSL, 8000, {your OS} and Normal to get the results). Please copy and post the URL given in small red letters near the bottom of the page.

The download speed during your tweak test was 1944kbps which is typical for the test site (a test I did a short while ago gave 1907kbps using Windows XP with RWIN=128480 and MTU=1500, sync 7424kbps, and I don't have speed issues). Current result as follows:
