24Mbps ADSL2+

I'm looking at Plusnet's broadband plans and see that Unlimited has "Up to 16Mbps". ADSL2+ should provide up to 24Mbps broadband. Does this mean Plusnet will limit the connection to 16Mbps on lines that can support more?

OFCOM advertising rules are that the up to speed quoted is the speed which 10% of customers achieve
