Don't bother phone as the staff over the phone won't adjust your current line speed. They will tell you to wait for 72 hours before BT profile wil be updated on Plusnet Profile. Just wait till PN staff come here and will sort it for you. This forum is excellent help from jojo, adam and other pn staffs.

Yes oldjim is correct please post here your Current Line Speed via your member site, make sure you log in to view it.  Log in, look on the left side panel Connection settings and click that, and click High Speed Broadband.
Here is my example one:
High-speed Broadband
Telephone number:
   01*********
Phone exchange:
   CUCKOO OAK
Estimated line speed:
   5Mb (This may vary between 4Mb and 8Mb) - Checked on 2011-12-17 22:16:03
Current line speed:
   13.6 Mb
You need to look at the bottom one Current line speed and post back.

So that isn't the  problem.
Two possibilities
The BT system has got itself in a tizzy
You are connecting to the router using wireless

Try reboot router to see if it kick in 16.4Mb, if not, turn off router for 30 mins and switch back on, it might kick the 16,4Mb back on. If not, then the problem could be your router not support ADSL2+ (???) oldjim say could be wifi issues (have you got N wi fi ?)

The problem is very unlikely to be the router as the sync is  absolutely solid and it wouldn't be if it wasn't ADSL2 compatible

hi, sorry or the late reply..
before i was running tests on my main pc that is connected to the router via Wi-Fi.  im not able to plug the main pc into the router with a cable sadly, but i was able to get hold of a laptop to test it out that way and the test results are better as follows:

so im thinking its a wireless issue? is there anything i can change on the router that might ix the problem? i have the tompson GT585 V7

Try ethernet from router to pc direct

i can't ethernet the PC to the router as i dont have along enough ethernet cable, and the pc is in another room due to BT only putting a phone socket in the tiny back bedroom  Sad
