20CN & 21CN Virtual Paths Capacity - Takeley Exchange

I have had a fault ticket raised (80415835) regarding extremely slow thoughput.  Basically excessive buffering when watching catchup TV was the most visible fault.  At every resync, my router would reduce sync speed and the FEC errors would again rise very quickly.  It finally triggered the BT Speedtester 3rd test and a engineer visit was booked for last week.  The engineer moved/replaced the master socket and added the new style ADSL faceplate (i-plate).  This corrected the poor sync back to my normal 7-8Mbps, but still would not run YouTube, iPlayer, etc. without buffering due to very slow thoughput and packet loss.  Looking though the BT Community forums it seems that my exchange is also at capacity (no update from my fault ticket I may add!) and is affecting multiple users within my area with various ISP's https://community.bt.com/t5/ADSL-Copper-Broadband-Speed/20CN-VP-capacity-at-this-exchange-is-current....  My reported streaming speed using the iPlayer diagnostics is only 640Kbps!!  As I cannot complain directly to BT Wholesale, can someone please update me to the next steps available and of course, update my fault ticket - it is still open!!

One thing you haven't given: what does https://portal.plus.net/my.html?action=data_transfer_speed say for the current line speed?

I had to get that bumped up as did not automatically rise.  It did drop to around 3Mb, then up to 6Mb and finally below.

If this is an exchange capacity problem you would see variable results at different times of the day - is that the case?
BTW: The information shown by the usertools exchange checker is totally irrelevant as that is for 20CN only.

Hi jelv.  Most definitely variable.  It used to be just evenings and weekends, but is now extended into the day.  Some speed tests go down it around 2Mbps, but it you run another even 30mins later, its back up to 6 or 7Mbps.  Pings also vary from the normal 20 to 30ms, to around 300 to 400ms.  These cause timeouts when I work from home using my VPN.  I did notice that our exchange checker only show 20CN, but assume as more people are transferred to 21CN, they would use reuse the virtual paths and if they are at capacity already, then that will cause further capacity issues unless they install further ones.

The usertools checker only shows 20CN VP status as the data for 21CN has not been made available to do an equivalent.
Crazy at it seems the only way forward is to keep repeatedly raising/bouncing back a speed fault. OpenReach will waste everybody's time by repeatedly sending you engineers who can't do anything about it until eventually they acknowledge it's an exchange problem. I haven't read the BT forums thread but I'm guessing that's pretty much the way it is going. The more people who keep raising faults the sooner it might possibly be fixed. If you know other people affected make sure they are raising faults with their ISPs.

The only problem with BTOR engineer visits, is that you need to be there with them, but seems to be the only way.  The engineer achieved a sync speed around 9Mbps on his equipment, but it would still not stream iPlayer without buffering.  The BT forum mods have escalated internally to BT Wholesale and customers to the Exec Office.  If the digital care team can please do the same for me, that would be appreciated.  The capacity data for 21CN must be available to the DCT, otherwise as you say, it will be a constant back and forth with engineers who can't do anything about it.

Well, still no update to my fault ticket......  Just failed another BT Wholesale Performance test.


I can't get the laptop to register Java to run the Packet Loss test, so will try another PC as this one most likely has a to new Java version installed.

So what now?Huh

Well it's just failed the Tap3 test as underperforming.  Can one of the DCT tell me something that I don't know please.....  Like when it can be fixed!!

I've now had to transfer to my phone. Absolutely no internet connectivity now. Router is still in sync, tried rebooting and replacing the router without success, other than triggering the DLM and lowering the sync speed each time. Another update to my fault ticket as the phone has currently got a 45min wait time for faults. Will try again tomorrow unless someone monitors these forums during the night. If not, will try ringing first thing tomorrow once I arrive at work.

Finally working again.  Another reboot, but this time with connectivity.  Also, line quality much better at 5am as you would expect!!

On following your link jelv, it reveals this for my number and exchange.
