25Mb looks typically like a capped sync speed.
DLM caps sync speeds whenever it perceives a "problematic" connection i.e. one that suffers from many errors or one that resyncs many times.
Have you been rebooting the modem regularly or are you aware of many dropped connections?
Assuming you are using a Huawei HG612 modem, you could always unlock it (or obtain a spare one to unlock via ebay etc.) to see and/or graph your connection stats to see what is going on for yourself. e.g:-

These resyncs were too quick for Plusnet to detect them, so they thought I had a stable connection.
It was only when I unlocked the modem to see its stats that I/we became aware of what the problem was.
DLM really clobbered my connection speeds to as low as 8Mb on some occasions.
The line has now been fixed (after 11 months of faults) & my connection is perfectly stable again.
It turned out to be a poor cable joint between the underground cable & the distribution point (DP) at the top of the pole across the road from my house.
As the fault was intermittent, it quite often showed as O.K. (LTOK) when BT engineers visited (many of them over the months) to test the line.
My sync speeds aren't fantastic though as I am more or less 1000m from the cabinet.
For you to have such a low IP Profile & sync speeds, it suggests you are either quite a distance from the cabinet, or your connection is unstable or is affected by "noise" interference etc.
As you and apparently the installation engineer have confirmed you are close to the cabinet, it really does suggest physical line problems that could/should be fixed.
You will probably be advised to run the fault troubleshooter & Plusnet will investigate if you do indeed raise a ticket.
