It is used to extend multi-core copper cable.

Usually found toward the bottom of the pole. I've seen them opened up when Openreach are tracing cable faults, saves them climbing the post.

Gemini AI says

Copper Cable Joint Enclosure: This is a watertight, heavy-duty shell used by Openreach (and other networks) to splice multi-pair copper distribution cables together on a utility pole.

The Mechanism: It uses an internal gel-sealing system and those heavy-duty plastic tension clamps around the middle to create a completely weatherproof seal without needing special tools or heat-shrinking.

Why it's there: It typically connects a larger underground or overhead copper trunk cable to the individual copper dropwires that feed into nearby houses for standard telephone and FTTC (Fibre-to-the-Cabinet) broadband.
