I think you'll find that it's Open Reach themselves that are doing the contracting and not Plusnet, I guess they (Open Reach) have a lot of work to do which in itself is worrying!

to be fair to the contractor there, some of the actual OR guys struggle to find the cabinets too.
as the system they have for locating them gives them a pretty vague location. usually just the street and not specifically where on the street it is.

some of the cabs here are partially covered by hedges etc.

no, as you are not their customer.
you deal with your supplier.

it's the same as electricity, you don't contact the national grid if you have supply problems, you cannot your supplier.

National Grid only deals with the high voltage part of the network. Supplies to households are provided by District Network Operating Companies and one can contact them in the case for example of power cuts. One does not contact the company that one pays for electricity usage.

Funny, I do remember many, many years ago on my last house move I'd ordered for a new line well in advance & when I got there BT hadn't even cabled the side of the street I was on and I think the whole process to actually get a line was about 3 months. Had to get a mobile for the 1st time and use that for a while. The Nokia on the left here I think. It was the new cool phone in those days on what was BT Cellnet with astronomical charges and no plans 😉

Yes, this was a new-build and BT blamed the builders for not allowing them on site to lay cables, and the builders claimed that BT didn't turn up on the dates that were made available to them. The result was that BT lost the income generated by 172 properties for three months. There was no mobile alternative in those days.
