I seem to be in California (but really in Surrey)

This evening, using Speedtest.net my IP address is given as 216.185.35.43 with high ping and location is California. This is confirmed by other IP lookup web sites.
Is this a Plusnet IP address?
Can't make out what's going on as I'm not using a proxy.
Resolved - found that "Hotspot Shield" (a free vpn) had been installed without my knowledge when installing another application (think it was KM player) (sneaky that).

What does your router report its ip as being assigned ?
