In fact the rounding up to 1 minute is only for the first minute so this needs sorting

HI Jim,
That is correct. It was changed back in 2009 with the home phone price changes.

No it isn't.

and checking a recent bill
Calls to mobiles in the evening
Duration Charge
5:54 £0.57
7:06 £0.66
According to the above the times should be rounded up to 6 mins and 8 mins giving a charge of 2 mins extra which is £0.15 but it isn't
Doing it by time difference the extra time is 1 min 12 secs which surprise surprise is a cost of 9p when calculated by the second

Judging by those prices it seems that you're right. I'll just get it double checked and then raise a problem to get it altered if necessary
