PHP Multibyte String Functions library

Hi - I'm developing a website on the Plusnet CGI server using PHP and the mySQL support.
A PHP utility that I want to use needs the "PHP Multibyte String Functions library" to be installed on the server.
Not a library that is installed by default, but....
...any possibility of this being made available (very) soon?

Is this a good idea as the CGI box is going to be turned off in a few months time - I suggest you look at PAYH (this may have what you are looking for anyway).
